ABOUT THE III ALL-RUSSIAN INCLUSIVE

FILM FESTIVAL "UNSEEN FILMS"

GENERAL PROVISIONS

1.1. This Regulation defines the procedure for holding the III All-Russian Inclusive Film Festival "Invisible Cinema" (hereinafter referred to as the Film Festival), its goals and objectives, the dates of its holding, the nominations and categories of participants, the requirements for competitive works, and the procedure for evaluating and determining the winners.

1.2. The status of the Film Festival is All-Russian with international participation. The working language of the Film Festival is Russian.

1.3. The founder and organizer of the Film Festival is the Autonomous Non-Profit Organization "Creative Industries of the Urals" (hereinafter referred to as ANO "Creative Industries of the Urals") with the support of the Chelyabinsk Regional Special Library for the Visually Impaired and Blind.

1.4. The overall management of the preparation and holding of the Film Festival is carried out by the Organizing Committee of the Film Festival.

OBJECTIVES AND AIMS OF THE FILM FESTIVAL

2.1. The purpose of the Film Festival is to create conditions for the promotion of inclusive cinema and the professional self-realization of people with disabilities in the creative industries, as well as to generate interest in inclusive topics among the professional film community.

2.2. The objectives of the Film Festival are as follows:

  • organizing a competition for feature, documentary, animated, and television films created by people with disabilities, as well as by non-disabled authors working on inclusive topics;
  • development of professional competencies of the Film Festival participants through educational and business events;
  • creation of a professional platform for communication, exchange of experience, and development of cooperation between filmmakers with disabilities and representatives of the film industry;
  • organization of cultural leisure activities for people with disabilities;
  • formation of positive public perceptions of socially active people with disabilities and inclusive interaction practices;
  • promotion of professional orientation for people with disabilities and motivation for creative activities in the field of cinema and creative industries.

ORGANIZATIONAL COMMITTEE, JURY AND PARTNERS OF THE FESTIVAL

3.1. The general management of the preparation and holding of the Film Festival is carried out by the Organizational Committee (hereinafter referred to as the Organizing Committee), which includes representatives of the Creative Industries of the Urals ANO and the Chelyabinsk Regional Special Library for the Visually Impaired and Blind. The composition of the Organizing Committee is approved by the order of the Executive Director of the Creative Industries of the Urals ANO.

3.2. The Organizing Committee ensures the holding of the Film Festival, including:

  • determines the form, theme, program, regulations, and conditions for holding the Film Festival;
  • develops the Regulations and the Film Festival's event plan;
  • resolves issues related to the organizational, informational, and artistic-creative support of the Film Festival;
  • organizes cooperation with the Film Festival's sponsors and partners;
  • approves the composition of the Film Festival's jury;
  • accepts applications for participation in the Film Festival.
3.3. The Organizing Committee reserves the right to:

  • not to include in the Film Festival program video works that do not meet the format, subject matter, age restrictions, and technical requirements, without explaining the reason;
  • to establish additional nominations and special mentions of the Film Festival;
  • to abolish the approved nominations of the Film Festival;
  • to change the nomination of a submitted video work if it is incorrectly identified by the applicant;
  • to make changes and additions to this Regulation, but no later than the day of the end of the application deadline.
3.4. In order to evaluate the competitive video works and identify the winners, the jury of the Film Festival is formed, which includes cultural and artistic figures, specialists in the field of cinematography and inclusive creativity. The jury's decision is recorded in a protocol, is not subject to review and is not commented on.

3.5. The Film Festival is supported by a grant from the Governor of the Chelyabinsk Region provided by the Center for Support of Civil Initiatives and Development of the Non-Profit Sector of the Chelyabinsk Region Economy Foundation.

3.6. The general partner of the Film Festival is the METIZ Group of Companies, a Russian developer and manufacturer of components for prosthetic arms and legs.

3.7. The organizational partners of the Film Festival are government agencies, cultural institutions, and public organizations, including the Ministry of Culture of the Chelyabinsk Region, the Ministry of Social Relations of the Chelyabinsk Region, the All-Russian Society of the Blind, the All-Russian Society of the Disabled, and the Public Chamber of the Chelyabinsk Region.

3.8. The key information partners of the Film Festival are: ART TV channel, European Media Group radio holding, Pchela online publication, Ural-Press-Inform information and analytical agency, and the Chelyabinsk Regional Film Center named after S.A. Gerasimov.

PARTICIPANTS OF THE FILM FESTIVAL

4.1. The participants of the Film Festival may be:
  • people with disabilities engaged in creative activities in the field of audiovisual technologies (cinema, animation, video production, television);
  • authors who do not have disabilities and create films and other audiovisual works dedicated to the lives of people with disabilities and inclusive themes.
4.2. Author teams and individual authors without age restrictions who reside in the Russian Federation are allowed to participate in the Film Festival.

4.3. Applicants from other countries are allowed to participate, provided that the competition work corresponds to the theme of the Film Festival and is accessible to the Russian-speaking audience (accompanied by Russian subtitles, simultaneous Russian-language translation, or no translation is required).

THEME OF THE FILM FESTIVAL AND PRINCIPLES OF EVALUATION

5.1. The theme of the film festival is aimed at understanding the experience of people with disabilities, accessibility issues, inclusivity, and social integration through cinema and audiovisual art.

5.2. The evaluation of the competition entries is carried out by the film festival jury, taking into account the following principles and criteria:
  • compliance with the theme of the film festival;
  • artistic expressiveness and integrity of the work;
  • originality of the author's concept;
  • the quality of the director's, cameraman's and sound engineer's work (taking into account the category of participation);
  • the social significance of the work and the reflection of issues of accessibility and equal opportunities in it.
5.3. The competition works are accepted for participation in the film festival in two categories: "Professionals" and "Amateurs". The category is determined by the applicant independently. Recommendations for choosing a category are provided in Appendix 2 to this Regulation.

NOMINATIONS AND AWARDS OF THE FILM FESTIVAL

6.1. The Film Festival accepts audiovisual works of various formats and genres: feature film, non-fiction (documentary) film, animated film, popular science film, presentation/image film, essay-portrait, social advertising, music story (video clip), video poetry, journalistic video work (television program, report, news story, interview, etc.), new media (video art, blog, vlog, etc.).
The format and genre of the competition work are used to describe the nature of the work. The evaluation of the competition entries and the determination of the winners is carried out within the framework of the nominations specified in paragraph 5.3 of this Regulation.

6.2. Within the framework of the Film Festival, the winners are identified and awarded in the following nominations:
  • Best Live-Action Short Film;
  • Best Non-Live-Action Short Film;
  • Best Non-Live-Action Feature Film;
  • Best Animated Short Film;
  • Best Television Format;
  • Grand Prix of the Festival.
6.3. The Grand Prix of the Film Festival is awarded by the jury to one of the competition entries and provides for a monetary reward of 100,000 (One Hundred Thousand) rubles, provided by the general partner of the Film Festival, the METIZ Group of Companies.
The payment of the monetary reward is made with the deduction of personal income tax (PIT) in the amount established by the current legislation of the Russian Federation.

6.4. The winners of the Film Festival of the 1st degree are awarded with statuettes and diplomas of the winners. Winners of the II and III degrees are awarded with the winners' diplomas.

6.5. The Organizing Committee of the Film Festival establishes special prizes, including the broadcast of the best winning films on the federal TV channel "ART", which is a key partner of the Film Festival.

6.6. The jury has the right to award additional prizes and diplomas established by the Organizing Committee, as well as by organizations or individuals who wish to encourage the participants of the Film Festival.

6.7. The authors of the long-listed entries are considered to be participants of the Film Festival. The participants of the Film Festival are awarded electronic certificates of participation.

DATES AND PLACE OF THE FILM FESTIVAL

7.1. Dates of the organization and holding of the Film Festival:
  • Submission of competition entries: February 10 – July 31, 2026;
  • Publication of the shortlist: no later than August 31, 2026;
  • Film Festival events in Chelyabinsk: October 2026;
  • Film Festival echoes in the cities of the Chelyabinsk Region: November 2026 – May 2027.
7.2. Competition screenings, the closing ceremony, and other Film Festival events will take place in Chelyabinsk. The time, place, and program of the events will be published on the official website and social media of the Film Festival at least ten days before their start.

APPLICATION PROCEDURE AND TECHNICAL REQUIREMENTS

8.1. To participate in the Film Festival, you must submit an application by July 31, 2026. Applications are accepted on two online platforms:
  • the official website of the Film Festival (nezrimoekino.ru);
  • the "Our Festivals" platform (nashi-festivals.ru).
8.2. The Film Festival accepts audiovisual works that meet the following technical requirements:
  • created no earlier than 2016;
  • in MP4 or AVI video formats;
  • without video or sound defects.
8.3. The following audiovisual works are not allowed to participate in the Film Festival:
  • containing profanity, video or sound that encourages anti-social behavior;
  • justifying or excusing violence and cruelty towards people or animals, as well as other cases provided for in Part 2 of Article 5 of Federal Law No. 436-FZ dated December 29, 2010, "On Protecting Children from Information Harmful to Their Health and Development."
8.4. Films created in a foreign language must have Russian subtitles or a simultaneous Russian translation.

8.5. A separate application must be submitted for each competition entry. One participant (applicant) can submit an unlimited number of applications (works) to participate in the Film Festival.

8.6. Links to the competition entries and other materials specified in the application must be active throughout the entire period of consideration of the competition entries. If the link to the competition entry or other materials is unavailable or contains access restrictions, the Organizing Committee of the Film Festival has the right to suspend the competition entry without further notice to the applicant.

8.7. If the participant of the Film Festival is under the age of 14, one of their parents or legal representative acts as the applicant.

PARTICIPATION CONDITIONS AND ORGANIZATIONAL SUPPORT

9.1. Participation in the Film Festival is free. There is no organizational fee for participation in the Film Festival.

9.2. For the winners of the Film Festival — the laureates of the 1st degree in the competition categories, as well as the winner of the Grand Prix — the Organizing Committee provides travel expenses to and from Chelyabinsk (by rail, bus, or air) in the amount of no more than 22,000 (twenty-two thousand) rubles per person, as well as accommodation in Chelyabinsk during the on-site events of the Film Festival. If the travel expenses exceed the specified amount, the winner shall cover the difference.

9.3. The Organizing Committee provides travel and accommodation expenses to the winners on the condition that they participate in person in the Film Festival's events, including presenting their competition entries, participating in discussions with the audience, and attending other events in the competition, educational, and business program of the Film Festival.

9.4. The Organizing Committee does not provide transportation for the winners from the airport, bus station, or train station to their accommodation and back, nor does it cover the expenses for meals. The winners of the Film Festival must cover these expenses themselves.

9.5. Travel and accommodation expenses for other participants of the Film Festival, including winners of the II and III degrees, are covered by the participants' own funds or by the sending party.

9.6. If the winner is unable to attend the Film Festival in person to receive the award, the award products will be sent to them by mail or courier at the recipient's expense.

COPYRIGHT RIGHTS

10.1. The films submitted for participation in the Film Festival retain their copyright in accordance with the current legislation of the Russian Federation.

10.2. The organizer of the Film Festival, represented by the Creative Industries of the Urals ANO, has the right to use the competition entries in the Russian Federation for non-commercial purposes without paying monetary compensation to the author (or authors), with the mandatory indication of the author's (co-authors') name, including:
  • to reproduce and distribute the competition entries as part of the Film Festival's events, as well as for informational and promotional purposes, including festival screenings in Chelyabinsk, screenings as part of the Film Festival's echo in the Russian Federation, public events, and television and online broadcasts;
  • to adapt the competition entries to ensure their accessibility for various audiences, including the creation of subtitles and closed captioning, without distorting the original author's intention;
  • use fragments of the competition works (including individual scenes, frames, and freeze-frames) in the information and advertising materials of the Film Festival.
10.3. The placement of photographs and other images provided by the applicants for participation in the Film Festival is allowed on the official Internet resources of the Organizer and partners of the Film Festival, as well as in the media for the purpose of information support of the Film Festival.

10.4. By submitting an application for participation in the Film Festival, the applicant confirms that they have all necessary rights to the submitted competition work and that its use within the framework of the Film Festival does not infringe the copyright and related rights of third parties. In the event of any violations of the copyright or related rights of third parties, the Organizing Committee reserves the right to exclude the competition work from participation in the Film Festival at any stage of its implementation.

10.5. Submission of an application for participation in the Film Festival means that the applicant agrees to the processing of their personal data in accordance with Article 9 of Federal Law No. 152-FZ dated July 27, 2006, "On Personal Data," for the purpose of organizing and conducting the Film Festival.

10.6. Submission of a competition entry for participation in the Film Festival means that the applicant fully and unconditionally agrees to the terms of this Regulation.

APPENDIX 2

Recommendations for choosing the category of participation
The All-Russian Inclusive Film Festival "Invisible Cinema" accepts competitive works in two categories: "Professionals" and "Amateurs". The division of categories is necessary for a more accurate assessment of competitive applications, taking into account the level of training, experience, and conditions for creating the works. The applicant has the right to determine the category of participation. The criteria presented below are advisory in nature.

Category "Professionals":
  • authors who have a professional education in the field of cinema, television, or related creative industries, or who have proven professional experience;
  • works created as part of professional production, including the participation of specialized professionals (directors, cinematographers, sound engineers, editors, etc.);
  • films that demonstrate a high level of technical and artistic execution, regardless of format or equipment used;
  • works created on a commercial basis by order of an organization.
Category "Amateurs":
  • authors who do not have a professional education or sustained experience in the film industry or on television;
  • works created in educational institutions, children's film schools, studios, and clubs, as well as through individual creative practice;
  • films that focus on ideas, expression, and creativity rather than technical execution;
  • works created using accessible video production tools, including mobile devices.
